New guidelines for foreign teachers include Credit Score

We took a time to read the full public document of the proposal draft shared by the Ministry of Education on their official website this Tuesday. The document is jointly published by the ministries of Education, Science and Technology, Public Security, and Foreign Affairs. It has 38 articles, the 38th article being the time that the new guidelines will be put to action. This is a digest of what matters to you most, and most importantly, it has some of the things that many outlets hasn't reported yet.
TL;DR: China is set to establish a national information and service platform for foreign teachers. The platform will be put in place to manage and regulate expats working in the country as the demand for English language training is increasing at a faster rate. Employers can report teacher's performance and behavior to the authorities and they will be rewarded after verification. Teachers need a verification id for each contract they sign for a full-time job, this prevents them from signing multiple contracts, there are exceptions though.
Scope
The guideline covers all foreigners who are working as teachers in China and are employed by Education institutions and hold a work permit or a work-type resident permit. By Education institutions, the guideline specifies that it means all legally registered and managed school grades, kindergartens, private study institutions, private and public colleges, Universities, foreign owned schools, and training schools.
Who?
To employ a foreign teacher, institutions must be welcoming to the whole wide world while observing quality, improving the service, categorizing management, and avoiding unnecessary employment. Employees need to be of need in the education industry in the country and should not engage in activities that are against the law in China.
Contents
Foreign teachers should observe the basic principle of separating education from religion. All the teaching materials and contents must conform to China's educational policies and ethics.
Education
All foreign teachers must hold an education-related bachelor's degree or above with a 2 years experience in teaching or a job related to education. For foreign language teachers, they must hold a bachelor's degree and must obtain a training for the language that they are supposed to teach. For those who are using Chinese Mandarin to teach, they must have a level 3B and above or obtain the corresponding proficiency level certificate. Those who holds a PhD or those who have a Postgraduate Education degree are allowed to be employed without the need for 2 years experience.
State
The teacher have to be healthy with good morals. Should not have criminal records, infectious diseases, mental disorders, addictions, and sexual harassment behaviors.
Report to the Authorities
After education institutions secure for their employee a foreign teacher's work permit, they need to submit the front page of the contract, a page showing the signature from both sides, resident permit and other supporting materials to the country's foreign teachers platform within 5 days. The platform will verify and upon completion, provide a verification id to the teacher. All institutions employing foreign teachers must abide to this rule.
Contract
A teacher can not sign multiple full-time job contracts at the same period of time, only one is allowed. Furthermore, only one verification id can be given to a single contract. All institutions must sign a contract with the foreign teacher.
The contract should include these but not limited to: Teacher's tasks, place of work, work responsibilities, contract expiry date, both sides' rights and obligations, evaluation methods, dispute resolution mechanism and liabilities in case of the breach of contract.
The teacher can take part-time jobs, but they need to sign a contract with the third part that shows clearly their rights and responsibilities. The current employer should never ask the teacher to share with them any income they receive from their part-time jobs.
Teacher's Information Open to Public
Institutions must put the teacher's name, country of origin, work position, verification id, work permit, etc information on a notice board of the place of operation and on their official website.
Training
Institutions must provide training to the teachers in accordance with their education level and job position. Training will also include Chinese Constitution, law, policies, etc.
Management
The Ministry of Education is creating a foreign teachers' information sharing platform. The platform will be re-enforced by the verification system which will be accessible by schools and education institutions across the country. Teachers' work permit information will be shared in realtime by the ministry of Science and Technology and the ministry of Education. The ministry of Education will be sending updates to the ministry of Science and Technology about the restricted teachers in realtime.
Credit System
The country will impose a credit system for foreign teachers. If a teacher follows Chinese laws, meets contract requirements, gives high quality education to the students, and has higher moral standards, the employer should give feedback to the local administrative department of education. After verification, the information will be fed to the credit system. With a good credit score, and after verification by the ministry of science and technology and public security, the teacher will be able to handle applications for the relevant documents with a greater easy(Read: work permit/residence permit or maybe a green card).
I won't talk about what will happen when you have a negative credit score, you know the drill...
